When we're expecting a visible answer, God may be trusting us to withstand a bigger revelation. His silence is not a silence of despair, but one of pleasure, because He sees that we can handle an even deeper connection with Him. As I reflect on my own life, I realize that I've often been distracted from God's voice. I've been devoted to things, service, and my own convictions, but not necessarily to hearing God's voice. The attitude of a child of God should always be, "Speak, for Your servant hears." If I haven't developed and nurtured this devotion, I can only hear God's voice at certain times. At other times, I become deaf to Him because my attention is elsewhere. The reason we're terrified for God to speak to us is because we know that when He speaks, we must either do what He asks or tell Him we will not obey. But if it's just one of His servants speaking to us, we feel obedience is optional, not imperative. I've learned that the goal of my spiritual life is to have such close identification with Jesus Christ that I will always hear God and know that God always hears me. If I'm united with Jesus Christ, I hear God all the time through the devotion of hearing.
